• Open Google Chrome. Open the downloads page using Option One, Option Two, Option Three, or Option Four above. Click/tap on the More actions.
• Visit the page you want to save. Open the Chrome Menu. Click the “Print” option. Change the Print Destination. Choose to Save as PDF. Save the Webpage as a PDF. The easiest way to save a webpage as a PDF in Chrome is to go to the Print options and change how the file is saved to your computer. You can select PDF as an option and save the file.

1. You are definitely using Internet Explorer not Edge, right?

2. Does the problem persist after a restart?

3. Try clearing the cache.

Internet Options> General tab> Browsing History> Delete> uncheck 'Preserve Favorites website data' then delete Temporary Internet Files. No reason, yet, to delete cookies, history, passwords, etc.

2. Are you running any ad-blocker or privacy program that might be blocking Google because of the notorious tracking cookies?

3. Open Run from [Windows logo key + r] Type in iexplore.exe -extoff (iexplore.exe<space>-extoff) then hit Enter. This will open Internet Explorer in no add-ons mode. Try the download again.

4. Internet Explorer > Gear/cog icon > Manage add-ons > if there's a tracking protection list in use, disable it.

I had McAfee and another one that started with a M (I forget how to spell it, sorry.) I uninstalled both of them and tried it again. Still the same problem.
